THREE RULEBOOKS WITHIN FIVE MILES

Northwest Houston is a patchwork. Which dog rules apply depends on which side of a line your house sits on:

  • Unincorporated Harris County (Champions, Champion Forest, our own street and most of 77070): off your property a dog must be on a leash of 6 feet or less held by someone who can control it (Animal Regulations Sec. 4), dogs over 3 months need a county license tied to a microchip and rabies vaccination (Sec. 5), and unattended tethering is banned from 10 pm to 6 am, near schools and in extreme weather (Sec. 13) (Harris County Pets).
  • City of Houston (Willowbrook): dogs 4 months and older need yearly city registration, a yearly rabies vaccination and a registered microchip (City of Houston ARA). In city parks dogs stay leashed except inside dog parks.
  • City of Jersey Village: its own Chapter 10 applies. Dogs may not be off leash off your property, need a rabies tag and an annual city license tag worn at all times, and a home may keep no more than three dogs and cats over 6 months. You must carry a waste bag whenever you walk your dog on public property (Sec. 10-5) (Jersey Village Code).
  • Everywhere in Texas: rabies vaccination by 4 months of age (Health and Safety Code 826.021), and a dog left outside on a tether needs shade, shelter and water (HSC 821.101 to 821.102).

WHERE NORTHWEST HOUSTON DOGS PRACTICE

The best homework happens close to home. Harris County Precinct 3 runs most of the green space around us:

FENCED DOG PARK

Meyer Park, 7700 Cypresswood Dr

About 6 miles from our facility. Precinct 3 rules: leashed going in and out, current rabies and license tags, carry the rabies certificate, two dogs per adult, no puppies under 4 months.

Practice here: a recall away from play and a calm exit through the gate.

FENCED DOG PARK

Jersey Village Dog Park, 8502A Rio Grande

Next to Jersey Meadow golf course and open dawn to dusk. Dogs are leashed entering and leaving, with rabies and license tags on.

Practice here: greeting other dogs politely and coming when called the first time.

NATURE PRESERVE

Kickerillo-Mischer Preserve, 20215 Chasewood Park Dr

A Precinct 3 preserve along Cypress Creek, open 7 am to dusk. The county leash rule of 6 feet or less applies.

Practice here: loose-leash walking with birds, water and other walkers around you.

NEIGHBORHOOD PARKS

Champion Forest Park and Matzke Park

Champion Forest Park (9650 Cypresswood Dr) and Matzke Park (13110 Jones Rd) are county parks a few minutes from us. Precinct 3 does not post a separate dog rule for them, so the county leash rule applies.

Practice here: short sessions of sit, down and stay with real distractions.

NORTHWEST HOUSTON REALITIES WE TRAIN FOR

Hot pavement, long summers

City of Houston BARC warns that heat advisories are common from June through September and that asphalt can burn paws. In summer, plan walks for early morning or evening.

Coyotes along the bayous

In 2018 KPRC reported coyotes killing a small dog in the Winchester Country subdivision along White Oak Bayou. A dog that comes when called and stays close at dusk is a safer dog.

Creeks that flood

The Harris County Flood Control District calls the Cypress Creek watershed flood-prone, and 238 Jersey Village properties flooded in the 2016 Tax Day flood. A dog that loads into a crate calmly is ready to leave fast.

Birds and fire ants

Champion Forest has been a bird sanctuary since 1980, which tests any dog with prey drive, and Texas A&M notes that fire ants sting dogs on the ears, eyes, muzzle and belly. "Leave it" and a steady heel help with both.
